Phase 1: Setup (Months 1–6)
DCRSC Inaugural Meeting & TOR Adoption
Convene first Steering Committee meeting, adopt Terms of Reference, approve governance charter and initial pipeline.
Month 1
TAPPU Establishment & Staffing
Establish Technical Appraisal Unit, recruit 7 core staff (or redeploy from existing DCC roles), equip office, install dashboard access.
Month 3
CSAP Formation & Community Mapping
Select community representatives through ward-level consultations, establish grievance mechanism, conduct initial community priority mapping.
Month 4
FPOC Constitution & Fiduciary Framework
Establish oversight committee, adopt fiduciary standards aligned with GCF/World Bank requirements, set up financial management information system.
Month 5
Climate Risk Dashboard Transfer to DCC
Transfer WS1 dashboard to DCC IT infrastructure, train 10 initial users, establish data update protocols.
Month 6
Phase 2: Operationalisation (Months 7–18)
Pipeline V1 Appraisal Complete
TAPPU completes technical appraisal of all 10 pipeline projects, updates cost estimates and BCR with latest data, submits to DCRSC for approval.
Month 9
CSAP First Community Accountability Review
CSAP conducts first participatory review of project pipeline with community members, assesses benefit distribution equity.
Month 10
Annual Progress Report to NCCG
Comprehensive annual report to NCCG covering pipeline status, financing secured, governance performance, and risk updates.
Month 12
First Investor Engagement Round
TAPPU presents bankable proposals to 5 priority investors (GCF, World Bank, AfDB, CIFF, C40 CFF), secures at least 2 concept note approvals.

First Project Financing Secured
At least one Tier 1 project reaches financing agreement (target: EWS via GCF SAP or Building Code via C40 CFF).

Phase 3: Transition (Months 19–30)
Bayes Consulting Technical Advisory Phase-Out
Transition from Bayes-led technical support to DCC-owned operation. TAPPU staff fully capable of independent appraisal, financing, and dashboard management.
Month 24
MTEF Integration for Recurrent Costs
TAPPU operational costs integrated into DCC Medium-Term Expenditure Framework, ensuring government budget sustainability beyond project funding.

Pipeline V2 Update (Independent)
TAPPU independently conducts second pipeline update cycle—re-prioritising projects based on new climate data, financing progress, and community feedback—without Bayes support.

Phase 4: Independent Operation (Months 31+)
NCCG Endorsement of DCC Adaptation Finance System
NCCG formally endorses the DCC adaptation finance system as a model for replication in other Tanzanian cities.

50% Pipeline Financing Secured
At least 5 of 10 pipeline projects have secured financing commitments totalling >$250M.

First Project Implementation Complete
